Crit on cap? what does it do?

Does it grant you 100% crit when you're standing on the point? I've seen it turned on by vote and it didn't do that. So I'm wondering what it does?

Also has anyone seen the "turn off random crits/ random bullet spread" vote passed?

It gives crits to the entire team for a few seconds whenever a point (or the intel) is capped no matter where you are on the map.

Crit on cap gives people an exuse to cap and gives bad players a chance to get kills.
