Try disabling multicore rendering and overlay.

i'm not even sure why tf2 has multicore rendering sometimes, integrated graphics can run it at least 30fps.

My computer has a quad core CPU with integrated graphics. I'm lucky if I can run it in at least 30 fps at low settings.

On my old craptop it was about 40fps with the intel hd3000 i had major issues with 32player spambowl though, idk.
