Approved Clarification of Rules Update

This Suggestion is not intended to change our new policy on racism, as minimal time has passed to determine its effectiveness and suitability; it is simply to communicate what I believe to be the intended application of said Rules update:

Make the sub-bulletin under Spamming

Whether music over voice chat is spam will be left to a server vote.

its own bulletin and change it to

Racism and Music silences will be handled by server vote.

While I absolutely agree with this, my only issue would be that it is under "Spam".
This could confuse people into thinking that they have to be spamming and racist.

My suggestion is actually to make this its own bulletin, not under Spamming. Breaking that sentence up with quotes probably made that unclear.
However, the Rules have been updated and do express the new policy, so I will work on a complete retooling of the Rules' wording before I suggest they be changed again.
