Approved Change respawn timer for cp_dustbowl

The respawn timer used to be normal like in Valve casual servers (8-12 sec for blu, 10-16 sec for red or something like that) but right now it's like 15-22 seconds for both teams and a lot of people have noticed this isn't normal.
If you don't believe me, even play as blu on first round. The respawn can be 22 seconds.

It looks like Valve broke this again for non-official servers. We had a plugin to fix this problem but Valve fixed it many years ago so we removed it. Now it looks to be broken again so I am attempting to update the plugin to put it back in again.
