Cant Trade or Receive Dota 2 Items?

I was going to send a trade offer to thorin, and when it brought up my dota 2 backpack it said
"You are not allowed to trade or receive items in Dota 2"

It's only with dota 2, other games work fine. I have not received any messages regarding a trade ban or whatever, so what is going on?

Also when I try to look at my backpack, it says (Dota 2: 0) implying i have no items, I click on it, and all of them are there.

Valve, wut.

Okay, so I tried to check if this was an issue with steam trade/offers or something on my end.

I traded ToTeM, works fine, no errors or w/e, and then attempted a trade offer, and works just fine. Only with Thorin does it do this. Why?

you checked that this guy is clear in steamrep so he have no any trade ban or something
