Can't See sprays​

Details:

I Cant See Sprays and people cant see mine, i even have Sprays activated.
i tried many commands like these:
cl_playerspraydisable 0
r_spray_lifetime 2
r_decals 128
mp_decals 128

Need Help.​

not sure if this is any help but did you try clearing the spray cache folder? (steamapps\common\Team Fortress 2\tf\materials\temp)

Didnt help. I dont have VTFEDIT installed is that the reason?

VTFEdit isn't needed.

check your Multiplayer options. what do you have selected under "When a game server tries to download custom content to your computer"?
(or in console, check that 'cl_downloadfilter' is not set to "none" or "mapsonly")
