Shouldn't need to bump posts in suggestions that often. The more popular suggestions generally filter to the top through +1's. The suggestions all take time to be reviewed and decided upon, but they all get done eventually.
Yeah, I don't think having a bump button is a good idea. It would tend to get abused in order to propagate the idea that some ideas are more popular just because the person who suggested it is more persistent.
