Help Me! Arkham Asylum GOTY edition

I've searched literally for the past year.
God save me.
I cannot, for the life of me, get this game to start.
It's the Assertion Failed thing.
I'm not sure how to post it into here for a picture, but I'm sure a few people will know.
I need help.
I wasted 5 dollars during a steam sale, and I'm so stingy with money I'm like a Jewish Obama.

Unrelated really, but seriously. I need this to be fixed.
And I'll be here all week.

That error is pretty straightforward. It says missing file C:\Windows\syswow64\KERNELBASE.dll

It shouldn't be missing, but you can download it from here: http://www.dll-files.com/dllindex/dll-files.shtml?kernelbase

Follow the directions to register the dll and it should fix at least the error that is screenshotted. This is a core system file though and if this is missing it could either mean you have a virus or some kind of system corruption. You should go to start -> run and then type "sfc /scannow" and that should verify the integrity of all your system files.
