Are you allowed to join Spectator and tell RED and BLU what's happening?

There was this person in Frontier EU+ ON Spectator telling RED where the BLU spies are and other such things. I didn't report it because I didn't know if it was allowed or not. It doesn't fall under any of the rules, but it can ruin the fun and give a team an unfair advantage.

The act is called, "Ghosting". That's when somebody either dead or not in-game gives in-game information to well.. anyone. This is more serious on other 3rd party game modes like Jailbreak and prop hunt, as ghosting can break the experiences there.

However, I'm not sure if you can't while dead in a regular TF2 match. I tend to do it all the time while I'm staring at the respawn timer.
