so if someone joined from a public computer at a library and a hacker had hacked on it they would be banned? Seems a bit over the top

We wouldn't be that critical because we can tell where connections are coming from but if it became a repetitive thing then yes. You're responsible for what happens on your own IP and your account but some admins will let it slide if it's a one time thing, you'd be lucky to get away with it twice though.
