Ads blocked on connect 100% of the time now

Ads should now be blocked 100% of the time on connect.

You may wonder why it took so long. There were 2 reasons.

• Delay from retrieving status from the main database. About 0.2 seconds, rarely longer.
• Delay from Valve in verifying your SteamID. Often times ranges from 1 to 30 seconds, or even never when Steam is down.

We fixed the first problem by pushing the entire list of donators to every server when the list is updated.

For the 2nd problem, we finally figured out how to bypass the default permission system in sourcemod and give status based on player's unverified SteamID. If anyone is spoofing an old session, they would be kicked in a few seconds anyway.

I'm still hearing ads in the background even after closing/joining a team. It's negatively affecting my TF2 performance. This was never an issue before, but now it's becoming rather annoying as a donor.

This feature was accidentally disabled for a short while because it was interfering with admin status. This has been fixed.
