Adding particle effects on stuff?

Salutations, I am here to ask, why is adding unusuals on weapons, hats and the same with spells disabled for free users?
Like I get you'd want to have nice fps and a nice play session, but like the lower FPS should be an expense for looking cool on the Skial Servers
For example the exorcism spell, that wouldn't cause a drop in frames.. Well I think it wouldn't

Because people on reddit keep telling everyone to avoid our servers because their computers can't handle it. There are quite a few people playing tf2 on 15 year old computers since it's the only thing their computer can handle (otherwise they'd more likely be playing a new game with higher requirements like COD or Fortnite). So we need to make some sort of compromise.
