Declined Add TC_Hyrdo - Valve maps

Add tc_hydro to valve maps. Ive heard some debate about it in the server not being a valve map but it is. People do ask for it all the time is is a highly desired map to play on.

I've never played on this map before but from the few pictures I looked at it does look like an interesting map. At most we could at least put it into a rotation if that's not what bluehawk is already asking for.

You need to be running a Valve map to be matched, except:

• Any arena map
• cp_manor_event
• cp_degrootkeep
• koth_harvest_event
• tc_hydro

this map can not be added as it is not allowed in quickplay.

Well thats stupid valve needs to fix this
