Approved Add Ghosting to the Votemenu

On Jailbreak, people ghost rather often due to not knowing the rules or just trying to troll on purpose. When trying to votemute these players, it is misinformative to the players to have to put racism or spam as the given reason and sometimes results in a valid vote not passing.

IMO, if possible, it would be great if we could just type out the vote reason

Would even make it easier to catch idiots who vote abuse who aren't smart enough to try to disguise it

I prefer when they report ghosters.
Be it in the votemenu, players would only try vote muting while we can efficiently silence ghosters through HLSTATS when a report gets submitted.
