I don't really think it's necessary to add a whole section to the rules just to say capping is allowed. The cap is in the maps, and capping happens sometimes. Everybody knows it's not against the rules.

If other servers are banning for it, they are stupid. You can disable capping with a single convar.

+1, people seem to have the notion that capping on VSH is worthy of a ban, but it's an easier way to end a round than sitting there for 10 minutes watching a FaN and Bonk Scout try to hold his own against a 10,000+ HP Hale.
