Add a dedicated Koth EU server in place of the turbine+ server

well this should be self explanatory, the turbine+ server isn't always full and when it is, it usually dies after a cap or two. The 24 player server seems more active, but I've noticed that we don't have a dedicated koth EU server.

I don't see why we should remove it, it doesn't get up to 64 players but it still fills up. Switching to koth has an even lower chance of success. Koth is not a popular game mode.
