Here's a kind of a lengthier demo showing this guy exploiting the class system in the randomizer mode. You can see him play many lives as scout after he suicides in the locker room and also play 1 life purposely as engineer and buying the Saxxy from the shop so he can upgrade buildings, but then quickly change back to scout when there wasn't a sentry base set up for him to upgrade.

Towards the end of the demo you can see him try to advertise the bug to someone.
