sticky grenades

Skial, I have seen Demo's shoot sticky grenades near or along the opposite team's spawn doors. The Demo will then set the grenades off when users exit spawn. From what I understand spamming the opposite team at spawn is allowed, but is it alright to do it with sticky grenades? Thank you for...
