You seem to be very bad at this, so allow me to help. The correct terminology you are looking for is "smooth aim." It has nothing to do with silent aim, which is client side unless you are using pSilent + spec, which was patched about 3 years ago and has no practical applications outside of projectile aimbotting.

Wow, I'm literally referring to mouse velocity when the player controls the mouse, and mouse velocity when the program controls the mouse, as in the program adjusts the speed so that's why it flicks/snaps blatantly. That seems like a pretty literal definition.
Maybe you should go research something actually useful in life, consider taking some Post Bac courses, and applying to medical school, let me know if you need a recommendation letter, of course I'll need a copy of your CV. :)
