No its not. Its range is short and its easy to shield, sidestep, or jump out of. The Down Smash has shitty radius and only goes to the side she is facing. EZ.

Of course it does, thats the appeal. Theres competetive smash and its not uncommon to see local tournaments in most States / Provinces, as well as official ones. It has random matchup online and friends only.
