Yes, a lot of hackers use hotspots, so they are auto-registered to be banned. You need to get a real WIFI connection or get your steam level to level 3 to be exempt. However if a hacker used your hotspot before to hack, you will be automatically banned as soon as you join.

"You can be exempt from this if your steamcommunity.com profile is level 3 or higher."
