With both Steamrep and Skial, in regards to scammers, we look at integrity. Specifically, whether they are likely to perform said actions again. A key way to look at this is through apology as well as regret. A common occurrence that often results in denied "change of heart" appeals is the scammer only tends to talk about why they want to be unbanned and never about the regret for their actions.
When I told you to appeal the first time, I had to tell you to apologize and to pay the victim what you owed. Both of which you denied but eventually agreed to, that was the first negative character trait you have that shows your lack of remorse. Now, this appeal. I've dealt with change of heart appeals in the past and typically, for granted appeals, the victim says they're sorry for the danger they cause to the community and the actions they committed to the victim. In this appeal, the only reasons you've listed as to why we should remove your ban is "you're trying to get this cleared up" which shows you want your profile cleared again, "you'd like to get your SR appeal going" which shows more that you want to clear your profile, and "I'd like to play on Skial servers again" which is just you wanting something to do with your spare time. All 3 of those reasons are about you, there is not a hint of remorse in your appeal.
I shouldn't have had to give you a second chance to give any final thoughts and yet you still did not clue in that there is something lacking in your appeal, that being regret and remorse. I have discussed your appeal with an SR admin and, only because the scam you induced had very minimal loss to the victim, and you refunded and apologized to the victim, I'm lowering your SR tag to caution, your ban on the Skial servers will be lifted as well. The caution tag will remain permanent.
