month-long average of each server's population at noon local time
add up the numbers and compare
Noon local time doesn't really make sense imo since a lot of the players in both communities will have school throughout ~8am-3:30pm on most days (local time) so possibly find the peak hours for both communities beforehand and then measure it across the month?

Measuring peak hours doesn't make sense either because our servers stay filled longer off peak hours. That's why we have way more servers in the top 100. They just have a gigantic number of servers to absorb anyone they can when space is limited, but they don't seem to last very long.
