Hey @Bottiger can we extract his audio from 19:33 and play it in random intervals from the MOTD :^)

Are we even allowed to do that? I think it would get pretty annoying after a while and people would want an extra feature to turn it off.

some reasonable-like suggestions on how to implement Nathan's voice:
- have the MOTD page play it once on-load (the MOTD only loads on-connect/mapchange, right?)
- write a simple plugin to play it once during every other round setup when the setup timer reaches 10 seconds left (A/D or Payload) or whenever the CTF capture scores reset
