Why should you be unbanned or unblocked?:
Is it me that was banned (I have no idea why) or was it my IP address was banned when it had been allocated to another user?

It says against my ban: "LINKED: New STEAMID from banned IP 91.125.133.204" and I can see another user was banned on this IP address in the past:

My ISP gives you a new IP address whenever your reboot your router.​

I've lifted your ban but don't connect on the same IP cause you'll just get banned again. Ask your ISP to change your IP address and see if they can make it static.
