I have done middlemanning for friends, and for players I have met online needing help. Services were free. Besides that, I have a lot of experience with how middlemanning works through research.
You're middleman'ing a trade, and the seller claims to have not received the money after the buyer says he sent it. How do you proceed?:
This depends. If the transaction was a Steam Wallet Code, or any other form of code, I will ask the Buyer to take a screenshot of the chat, to prove that he/she sent the code, where then I will ask the seller to check if he typed the code in incorrectly, or show me the error notification. I will also ask to see their balance of their account before and after. I will gain the before image by receiving a screenshot from the seller.
However, if this is a situation with a software with the likes of PayPal, I will ask the buyer to check his/her history of outgoing money, to make sure that the money was sent, and send a screenshot to prove this. If the money has been sent, I will then ask the buyer to check if the money has been received in their history, of course, receiving evidence of this. If the transaction has not gone through, I will ask the buyer and seller to give it up to 24 hours of wait time to see if the transaction goes through during this time. If the transaction still doesn't go through, I will ask them to contact the operators of this third party website. During this time, I will be holding onto the items of the seller.
The buyer and seller are negotiating between Steam items, and items from a non-Steam game. How do you handle this transaction?:
I will ask the seller to give me the Steam items, and then request the buyer to send the non-Steam items to the seller. I will not be sending the items to the buyer before the trade of the non-Steam items has been confirmed to have occurred.
The seller is a tagged scammer on SteamRep. While it's impossible for him to rip anybody off if you're effectively middlemanning, do you still proceed with the transaction? If so, how? What about pending reports, or caution tags?:
No, I will not middleman for anyone who is a registered scammer. However, if the supposed scammer has a pending report, or a caution tag, I will take it into account depending what he was reported/tagged for. If he was reported/tagged as a scammer, I wouldn't middleman, however, if he had been reported/tagged for a different reason, I would middleman depending on the given reason.
Do you have any form of reputation? Be it a rep thread or feedback on a trading site?:

Why should you represent Skial's community of traders on SteamRep?:
I have a very honest background with the few trades I have done on Steam. I have also been scammed before, for ~ $100, and have seen my friends be scammed for more too. Despite being new, I would love to give back, and serve to protect the community of traders, defending our community from scammers, and giving Skial's community of traders a better reputation on SR.

For your question about the buyer claiming he sent the money and the seller saying he didn't receive it, steam wallet codes don't apply to it but a question for you. Steam Wallet Codes are often seen as things middlemen don't middleman for, why do you think that is and why do you do it knowing the risk?

Moving onto your profile, you ask for +reps after the completion of a trade / middleman, do you see +reps as valid forms of reputation?

Regarding this point, I thought you meant as in the highest value trade I have personally done, but if you mean the highest value trade I have middlemanned for, it would be a trade between a FN Black Pearl M9 Bayonet, for money on Mobile Pay. Mobile Pay is often used in Denmark, and funds can't be refunded like they can on Paypal.

With this, I would only do the trade with Wallet Codes if the trader has a +rep thread for cash trades/wallet codes, which I would find valid. This is a situation I would like to avoid, and have only had to deal with once. The reason I think this is a thing middlemen don't normally middleman for is because of the risk there is involved, being one of the most scammable situations available, however, as mentioned you could ask for a verified steam +rep thread for cash trades, and even so, I would still judge on the behavior, and my intuition, whether to trade with him or not.

Personally, I would find +reps a valid form of reputation, depending on different factors. How many +reps does the person have? When did he receive each, and every +rep? If they are grouped up, they tend to come from a +rep for +rep thread, and are not legit. Who gave him +rep? Are these people who gave him +rep, suspicious in any way? What is their profile background? etc. I would take all of this into account when middlemanning any trade. No exceptions.

Regarding this, this is an old part I have had for close to 1 year on my profile, which I actually forgot I had on there. I used to have a modded client for steam where, when I wanted to redeem a Steam Wallet Code, it would give me a warning whether I actually wanted to redeem this code. However, if the code was used or was not real, it would give me the usual steam error. However, when this mod stopped working, I went into checking the buyers background info, +reps, and asking for a 10 dollar code to see if it would work (I would ask for this as the last thing before middlemanning). If the code worked, and he passed all my other queries, I would middleman. This situation has only ever occurred once, where I had to middleman for wallet code, where it went successfully. I do want to rid myself of this sort of middlemanning however.
And What I meant by "undo the trade" was, that since I would be holding the items during the transfer of codes, and the codes did not work, I would simply hand the items back to the seller, "undoing" the trade completely. there after, I would report the buyer on SteamRep, and to Steam Support.

As I mentioned, this is something I was able to do in the past with a client mod I had made for myself, however, it doesn't work anymore. The way you would know if the code is real is not up to the middleman, but rather up to the seller and the buyer. During the exchange of codes, the middleman would be holding the items during this time, and if there is a disagreement, the middleman would have to hold the items until there is a compromise, or sufficient proof that the codes do or do not work, resulting in the middleman handing the items back to the seller, or handing them to the buyer.

As for declining the application, I can understand this. The reason I deem +reps as a valid form of reputation is that I would normally check how many the seller/buyer has, who they are from (check their Steam level, profile info, and profile age), and and when they were given from each individual. This is something I have mainly for my personal trading, other than also looking up the trader on SteamRep.
However, had you considered accepting my application, I would have agreed to disregard +reps as a valuable form of reputation, and would rather focus primarily on their profile on SteamRep, and the trust the seller/buyer have towards each other.
