Unless you're running your own server you can't IP ban someone yourself.

Like I said, the best thing you can do is go to the scam report section: http://www.skial.com/forums/scam-reports.65/

read the sticky there: http://www.skial.com/threads/tips-for-filing-scam-reports.17911/

and then after reading the sticky make the report. If the moderators feel you have enough evidence to prove you were scammed by him then they'll do what they can to mark him as a scammer.

The best thing you can do it report him to steamrep.com or report him on here so one of our trade admins can mark him. Just know that you probably won't be getting your money back and hope that you learn to check someone's reputation before you trade them with real money. You can also try reporting him to steam themselves, but they take a long time to get back to you.

My friend said that his friend got scammed for his buds but he had proof and got his buds back

Sometimes its possible to get scammed items back, but most of the time they're gone.

If I'm correct the only people who have the power to return scammed items are Valve. Other then that, the only way you can get a scammed item back is if the scammer willingly trades it back.

The most you can do is make the scammer's life miserable and letting others beware of the scammer by reporting him. Also what'd you use to trade the money?
