You don't need to have purchased the taunt to high five someone else who has it. Many people were experimenting with it since it's a new plugin. If you don't want people high fiving the enemy team, then remove the plugin.
But the fact is there are many ways to contribute to an advance. As I outlined above, providing a distraction to the enemy team delays their response to pushing the cart. The form of the distraction is irrelevant, only the result.
But more importantly, where do you draw the line here? What...
Especially this:

ex. blocking sniper views, teleporter traps, refusing to help advance your teams position"
It's far too vague. Pretty much any form of play other than sitting in spawn could be thought of as helping your team advance.
You mean ruining your fun right? Since I didn't hear anyone else complaining about them. You ruined the game for four people who weren't bothering anyone else. The server wasn't even full, so it's not like they were taking up slots for people who wanted to play the game the normal way.
