Okay, as VSH balancer along with Zeke, I have noticed a gigantic problem with VSH_cinema when gathering live-damage data for balancing purposes
One: it’s abnormal room layout skews with damage data as it requires a completely different play style than almost all maps, that being a LITERAL 2FORT...
Following changes made to amputator:
On hit: +5% Ubercharge added
-10% Fire rate.
Following changes made to vita-saw.
On hit: Slow target by 40% for 2 seconds.
On hit: +5% Ubercharge added
-10% Fire rate.

Soldier has been largely untouched with rebalances and it has some massive problems with ammo economy, especially in VSH.
In FF2 the beggars and airstrike were given +100% ammo capacity buffs (Total of 40 rockets a piece) to help with their extremely ammo-hungry playstyles. In VSH they get an...

Even without cooldown you need at least 5 donors on the same team to actually keep a spawncamp going for 30 minutes
