Um, if someone reports a cheater and submits a demo you have to review it right? It's also much, much, MUCH easier to see someone tracing targets through walls when mat_wireframe 1 is on rather than sitting in spectate, assuming the guy isn't as blatant as possible.

Everyone always thinks it is "cool" to make fun of death and other events over the internet because all the other "cool" kids do it and it's the internet. It still makes you look like an idiot.

One option is to start everyone off at a basic level and give them the additional flags as they prove responsible enough to use the tags they already have. SMAC pretty much should handle all the blatant cheaters already. It might take an extra minute or two, but it still handles them.
