Why is there such a difference between casual and community servers?

Why is there such a difference between casual and community servers?
I just stomped a Skial upward server, but on a casual server I'm worse than most noobs. King of headshots, lander of backstabs VS the town fool who can't hit a pipe or a reflect.

One of the biggest bonuses for Casual servers, you don't get muted or banned for using offensive language and micspam. The chances of getting kicked from a pub over offensive stuff are 50/50 considering if you're playing with a bunch of f2pers, then they're more likely to kick you, but people who've played the game for a long time simply don't care and just mute you with the in-game mute option, or do voice_enable 0 (something I do to avoid hearing people over my music).
