That list is so wrong with the 'underpowered/overpowered' categorizing.
Lack of playing doesn't make a hero underpowered and overplaying doesn't make them overpowered. McCree is getting rather significant changes almost every patch which means he's going to be getting tested out a lot by players and a lot of the 'low tier' heroes the list claims are underpowered are largely fine.
Torbjorn for example in the 'f list' is a solid defense hero. I can usually get gold in all categories except healing with him and I can't even aim worth a damn. Put him in the hands of someone who can actually aim that rivet gun and he's scary as fuck

These stats are from the most recent event and qualifier. This is what the pros and competitive people are playing.
Torb is actually really bad. His turret goes down so easily. And any decent team can get rid of him and it easily. Thats why he is so low on the list.

widowmaker is entirely countered by common tank picks like winston, d.va, and reinhardt, and offense heroes like tracer and genji
hanzo has the same issue only he's less consistent.
junkrat is a less effective version of pharah
torbjorn's turret doesn't do enough damage and is very easy to deal with, his right click is insane but is really situational
mei takes too long to kill with and her walls are really only super useful in tight chokepoints.

Why would you need to play Mercy? Lucio and Zenyatta are overpowered. There's no reason to even be playing Ana or Mercy when the other two are objectively better in like... everything.Here is the new one. Very interesting that Mercy isnt being played anymore

I kinda expected something like this to come out. Ana is way too potent a support for Mercy to be viable anymore. Even in quickplay, people have gotten get mad at me for picking her. She used to at least have the best heal rate (50 HP/s) and rez, but now it's just rez. You can tank someone as Ana at 62.5 HP/s, or if you hit them with a biotic grenade first, 125 HP/s + 100 HP. If you're like me you'd probably use a nano-boost more often than damage boost anyway. Can't heal from a safe distance like Ana or escape as reliably as Lucio. Mercy's especially bad compared to Ana now that they nerfed her ultimate rate. You can probably charge two nano-boosts for every rez you'd get, and frankly I'd rather just have the nano-boosts.
